Pre-coffee thoughts: I would double track my filings. Filing A is "business as usual" for all insurers with medical trend + and HIT - on premiums. Filing B is if another insurer goes full Cruz. Here the plan is either

to also go full Cruz/Idaho special with the intent of using the ACA subsidized pool as a super high cost and well subsidized risk pool (jack up ACA rates and collect a lot of APTC with big Silver spread) OR

stay out of the Idaho Specials, jack up ACA rates above the competing Idaho Special QHP rates and laugh as the Idaho Special insurer still eats a lot of the expensive risk in the state.
