And keep in mind, open enrollment is going to be 45 days this year. Last year, was 90 days — and now will lose about 3 days to outages.

Is unlikely that it's their call. No site needs that much maintenance, this is political.

Absolutely. Someone needs to FOIA any internal HHS Communications in this decision. There's no way the techies initiated this.

They should have to explain why disruptive maintenance can't be delayed until after open enrollment ends.

There is no good DevOps reason to restrict access in a critical period IF your key performance metric is enrollment.

Either HHS hired dev who time traveled from the year 2000, or restricting access to reduce enrollment is

Even in a pre-DevOps environment this would be insane: you would impose a code freeze during critical usage periods like this.
