It saves some money but health insurers are fundamentally pass through entities so premiums are mostly a reflection of prices and quantities

you forgot the 20 million dollar ceo compensation, and dividends, and the 30% cut insurers take out of premium revenue before claims..

So, single payer could say no. Also - in Norway, if price is too high relative to effect, it's not covered.

That is certainly possible. But it’s politically difficult and involves tradeoffs that are not always acknowledged.
