          It can't be scored because it's a wishlist, not a plan. (Part of my point.) Needs to be scored by non-partisan CBO to begin to know costs.

          Then at that point I'd like to see the plan for how to pay what the CBO says it will cost. Not what Bernie thinks it will cost.
