Thing is, skinny repeal is actually the most honest expression of what most GOP Senators want.

It's only their respective local politics which makes them claim otherwise.

Oh, and it's not out of some generous sentiments toward Medicaid recipients. It's because reform would squeeze budgets.

No accident that top employers in Ohio are all hospital systems. Cleveland Clinic loves that tax exemption. Portman will defend to the hilt.

The GOP Senate largely doesn't care about coverage numbers or premiums. They care about optics and corporate bottom lines.

So it looks to me like skinny repeal has slightly above coinflip likelihood. Preserve Medicaid, ditch mandates, slight reg changes.

In which case, Obamacare experiences very slight repeal - but much less impact than SCOTUS decision on Medicaid. Which now looks huge.

And I think SCOTUS had ZERO idea of that at the time. That decision was 7-2! Breyer and Kagan had no idea what they were doing.

I remember when the decision came out, I couldn't get my editors at the Post to let me write a story about Medicaid side. Super overlooked.

I have a very clear memory of a light bulb going off when TX quickly announced it would reject the money - that this was a big deal.

I knew it would be a big deal but had no idea how big. Everyone was paying attention to the wrong thing: the story of DC.

We all underestimated pressures on GOP govs to turn down essentially free money.

I feel good about my choice to write only about that part of the decision that day. But: I remember an editor cutting it from a preview.
