Two things perplex me re: auto-enrollment: How do you track the uninsured in real time? How does it not dramatically increase federal costs?

But you still have to provide tax credits to all those auto-enrolled people. And very high deductibles aren't possible with the OOP maximum.

if auto-enrollment is tied to EHB waiver, allowing skinny plan, OOP isn't much of an issue, is it?

I was responding to Sarah's report that some say it could be done through very high deductibles. It could also be skinny benefits.

“Fall through the cracks" suggests only problem is missing some uninsured. But erroneously enrolling the insured a big, costly problem too.

Not enrolling some would be one thing, but people failing to get a tax credit they expected in their HSA seems like a political problem
