Pre-ACA wasn't totally horrible. You could buy plans that fit your specific needs. It wasn't one-size fits all. Some good, some bad.

Territories got screwed 'cause not "states". Got badly needed "extra" Medicaid money as a consolation prize. But ppl can't buy insurance.
