    I understand that GOP legislators have said the exemption was included due to a “Byrd issue.” Has anyone said what the Byrd issue is?

        point of clarification. while jurisdiction is part of byrd. when it comes from the House to Senate it's a germaness question too. (BAD)

        there may be other byrd problems with the bill too (touching regulations, does it have budgetary effects etc), but parls will have to rule

        I think it's because it's Senate Government Affairs Committee jurisdiction which makes it fatal - can't even be considered in the Senate
