There's an inherent rule in the ACA--your premium for creditable coverage shouldn't be more than 9.5% of income for most, less for some.

The structure is the subsidies, and this rule. You roll back the subsidies, you blow up the rule.

Anyone who can't get a silver plan for 9.5% of income or less gets a hardship for the mandate.

You spend more than 9.5% of MAGI on creditable coverage and you can deduct the excess on your return.
