        Well, they never exactly ended it in AHCA. Left the dirty work to the states.

        Not really, phasing out expansion funding essentially would end up, and certainly in the 7 states with laws ending it if fed funding fell.

        You say AHCA left dirty work up to states, I say no, phasing out expansion money leaves states little or no choice.

        It would have phased out enhanced match for the expansion, not all funding. CBO didn't think all states would roll back expansions.

        Managed Medicaid is essentially a per capita block grant in fact global payments are the ultimate block grants

        If they fold on Medicaid, there is no money to fund any replacement coverage, that was by far the main source.
