Well, they never exactly ended it in AHCA. Left the dirty work to the states.

Not really, phasing out expansion funding essentially would end up, and certainly in the 7 states with laws ending it if fed funding fell.

It would have phased out enhanced match for the expansion, not all funding. CBO didn't think all states would roll back expansions.
