        why are health insurance plans issued county-by-county anyway? Can't we get rid of the lines between the counties?

        Exactly, this is what does not get discussed. In MN diff between City and Rural can be 1000+ more a month.

        similar to what we did for those few counties that didnt have a SHOP plan. Gave people access to tax credits in those counties
