Question: If you're below the poverty line in a state that doesn't expand Medicaid, & you apply for exchg subsidies, how does IRS stop you?
@avik My understanding is that, when you file your taxes, the IRS has the power to recoup the subsidies that shouldn't have been awarded.

@sarahkliff Right, but if you have no tax liability, you're not obligated to file a tax return. -

@sarahkliff@avik IRS regs say you have to file if you take APTC. Not sure if they go after you if you're <133 in non-expansion state though -

@sarahkliff@avik immigrants who are in Medicaid waiting period but <133 can get APTC. Would therefore seem unfair to penalize citizens
