Doesn't that depend on how the business is delineated? Don't the PROs come into play where parts of Spotify's business are non-interactive streaming, but not where it's interactive streaming?

No - it’s a public performance of the composition either way

The interactive/non-interactive distiction comes into play on the sound recording side - there is a statutory license for digital non-interactive public performances of sound recordings; for interactive services, those licenses are obtained thru private negotiation

So internet radio services typically does not obtain mechanical licenses, while interactive services typically do
