Question is, when did it first become apparent that botnets were strategically dangerous - and not just spam?

Because at one point in time, Twitter execs’ who “were more concerned with growth numbers than fake and compromised accounts” were probably right, strategically speaking. Trying to recall what contrary signals there were prior to the US election?

There was a fair amount of discussion and examination of ISIS botnets around 2015 as well, I personally wasn't super intrigued but that should have provided a fair bit of studied material way prior to this round of discussion
