actually i think the answer is that the defunding of the congressional caucuses in the 1990s made the legislature too fragile

and the women's caucus used to be one of, if not the most, powerful caucus

and naturally, the membership was mostly men (because of existing composition of the House & Senate)

but the women's caucus especially strengthened alliances between lawmakers and fueled economic reform bills

since the 1990s, lawmakers no longer have the same kinds of relationships with each other.

many, many factors to that, but i think caucus power is an underrated part of it
