So @Airbnb literally has a map of all vacant rooms that have power & water and would accept strangers for short-term stays

I don't think anything like Airbnb is the answer. Typically the govt steps in when trust between strangers on Airbnb fails

mostly I like yelling at Airbnb for fossilizing the housing market. All these rooms unused except for tourists & conventioneers
