I'm not so sure it's so complicated, though. Neural nets are fancy but they're not doing anything *that* interesting here.

Not that I know of, but Lenz would imply a 512(f) violation w/r/t DMCA-filer bots.

I think this is a uniquely Youtube issue. When you file a takedown request it isn't a 'real' DMCA. Clearly IANAL
