basically if this new rule backfires in a really public and obvious way, it'll just mean that training behind the scenes isn't working out

they're clearly trying to do something where they can mitigate abuse by taking down "rings" but don't outline the behavior they're targeting

@sarahjeong imagine it's a tier-1/tier-2 thing where uncomplicated cases are done to a checklist, then some get refereed to actual employees
