how harassment is defined in the law is narrow, because of the First Amendment and because of wariness of the state monopoly on violence

so a lot of speech—the "jokes," hints at knowing details of your life, a game where yr face gets punched—falls outside the scope of the law

but it's deeply wrong to only consider "true threats" (as defined in American jurisprudence) to be real harassment

we aren't governments. we don't have armies and we don't have police. but we know what harassment is, and we can hold each other accountable

the legal system doesn't determine what violence is fake and what violence is real. we're all perfectly capable of seeing for ourselves
