Publication agreements that require exclusive license to publisher, but affirm authors "retain copyright": Fraudulent, or just obnoxious?

@sarahjeong what if authors, relying on "retain copyright" part, have plans for $$$ that are scuttled by signing? Fraud-ish, at least.
