Even if you win a lawsuit, even if you put someone in prison -- then what?
Taking down the sites is the most effective remedy, and so far that's been achieved through existing laws (e.g. AGs going after operators)

What's needed to aid more of that is perhaps is a better focused effort in law enforcement? + public pressure on AGs and USAs?
