What you see here is lawyers fed up that they can't "win" (in a lawsuit) rather than a big picture evaluation of effective remedy

Taking down the sites is the most effective remedy, and so far that's been achieved through existing laws (e.g. AGs going after operators)

What's needed to aid more of that is perhaps is a better focused effort in law enforcement? + public pressure on AGs and USAs?
