I just feel like The Purge is just not that big of a deal if it’s not also a temporary suspension of civil liability

also, just conceptually speaking, I think it would make a lot more sense if The Purge also temporarily suspended constitutional rights

because then the government isn't liable for allowing The Purge to begin with

because they’re under Purge safe harbor for the extremely dubious act of declaring The Purge to begin with
