it’s something I’d heard of happening at other places, and I know that in Oakland, PRRs are printed/redacted, no electronic copies
question for the more experienced FOIA/natsec people: is it actually *unusual* for an agency to insist on printing+redacting+scanning?

look I spend all my time either in Oakland or in law school, maybe I’m just completely inured to bureaucratic waste and inefficiency now
