It amends the state constitution to delegate state legislature consent to the people but that seems shady. Plus, there’s still Congress.
So the Six Californias Initiative requires (1) consent of CA assembly, (2) consent of Congress. Don’t think it can be a ballot initiative.

Not sure how amending a state constitution could possibly change the explicit requirements of the US Constitution. But hey, I’m no lawyer.

It’s not like Draper can’t afford a lawyer to look over his thing. So I don’t know what’s going on here, re: apparent unconstitutionality.
