Generally, govt works (like agency logos) are in the public domain by default. But NSA gets some special restrictions in PL 86-36 §15(a).

@sarahjeong I disagree on Fair Use. I'd wager w/ any actual showdown of law that Fair Use would be dragged into it.
@rsingel > Green's use just plainly doesn't fall under the statute, as with that Zazzle shirt. No person out there is confused by these uses

@sarahjeong Me neither. Just guessing a brief defending the use would rely heavily on fair use, which derives from 1st Amendment. -
