This is what happens when you write your constitution down: it all gets very confusing when the document looks nothing like reality.

Strange idea that having a piece of paper that says the Court isn't a legislature means it isn't one. They have the power to legislate!

@A_P_Mason administrative branch is way scarier - they have legislative, judicial, AND enforcement powers (but not answerable to voters)
