When does it cross the line into incitement? And if we accept Brandenburg v Ohio how do we know until violence is committed it was imminent?

Hate speech is protected by the First Amendment. But its place and format of delivery may be proscribed to avoid public hazard.

Those exist, but they are specific (cause harm) whereas 'hate speech' may be detested (and countered) but must be protected.

Shame we have no real constitution here in UK. CPS has just created new forms of 'hate crime' to censor free speech http://tinyurl.com/yc4b9k4j
