Seems an obvious conflation of correlation causation. Putting some greenery somewhere wont give people jobs or safety. Solve the underlying. Not that hard.

Interestingly enough, Irvine, California, (aka 'the bubble') applies an interesting similar tactic to minimize crime. The city is quick to deal with vandalism and uses greenery to help minimize any vandalism. Hard to tag a shrub. Bring us... a shrubbery!

Interesting article. What are your thoughts on purchasing and Americanizing Mexico? At this point, I think that border control is treating the symptoms, not the causation. It wouldn't be the first time America acquired land from that area and turned it into something prosperous.
