Both are terrible. Removing the word 'person' is literally dehumanizing.
I agree it has some kind of negative tone to it, but I wouldn't assume everybody who says it like that is dehumanizing others. Like with your "females" example, it kind of depends on the context. If it's about biology/science, fine. If not, it's probably an incel/redpiller.

If it's just someone saying it in a casual conversation without saying anything else that's racist, I'd assume they're just too lazy to say "Jewish person". If it's said together with something negative ("that Jew just ..."), it's racism.
