The policy should allow police deadly force only as a last resort, after all other means exhausted. This is required by international law.

But the current policy, established by Tennesee v Garner, let's officers shoot even when they could've de-escalated or used a taser instead.

US standard is in violation of international law, shielding police from criminal liability. More on that here: http://www.amnestyusa.org/pdfs/AIUSA_DeadlyForceExecutiveSummaryJune2015.pdf …

The deadly force standard matters. When changed in 1985, police killings dropped 16%. http://scholarlycommons.law.northwestern.edu/cgi/viewcontent.cgi?article=6811&context=jclc …pic.twitter.com/HEjMvG96QM

It's past time for state legislators and, ultimately, Congress to pass legislation establishing the deadly force as a last resort standard.
-
Some police depts already have this policy in place (though not legally required). These depts have on average 25-30% fewer police killings.
-
For example St. Petersburg PD requires officers exhaust all other means before deadly force. http://useofforceproject.org/s/St-Petersburg-Use-of-Force-Policy.pdf …pic.twitter.com/B2VB29sYoq

What single policy would do the most to reduce police violence? I argue for a Pareto principle in policing, http://www.theroot.com/articles/politics/2016/07/how-to-go-from-blacklivesmatter-to-blackpolicymatters/ …

One problem I think is that states have misunderstood TN v. Garner. That is a constitutional floor, but law/policy can go above it.

@deray we already have due process. IMHO the best thing we can do is hold police pensions liable for settlements. Break the codeThanks. Twitter will use this to make your timeline better. UndoUndo

One day a black person will be acquitted for shooting a cop because the cop drew on them. Then it will matter.
