    If there was one policy that would do the most to reduce police killings, I'd bet it would be changing the US deadly force standard.

        The policy should allow police deadly force only as a last resort, after all other means exhausted. This is required by international law.

        But the current policy, established by Tennesee v Garner, let's officers shoot even when they could've de-escalated or used a taser instead.

        It's past time for state legislators and, ultimately, Congress to pass legislation establishing the deadly force as a last resort standard.

        Some police depts already have this policy in place (though not legally required). These depts have on average 25-30% fewer police killings.

        One problem I think is that states have misunderstood TN v. Garner. That is a constitutional floor, but law/policy can go above it.
