It's a good step but why only for 12 or younger rape victims? Is it less painful for a 13 year old? Is it less painful for a 95 year old? You can say that she is gonna die soon but that's not it's worse. Capital punishment should be there in all rape cases, no matter what. #

There's a reason for it. In 2014, as per a report submitted by Delhi Commission for Women 53% of reported rapes in 2012-13 were found to be 'false'. I do believe the age should be around 16 but still not to level you asked for.

You are right that punishment is given after conviction. But the trial is a process takes time, and he has to stay in jail for that period, being in jail is more suffer than to be hanged. You see the case of Aasaram Bapu. He is 80+ he is in jail for 5 years now
