Basically, Climate change is as much a problem to be solved via technological interventions as much as about Behaviour Change for large numbers of people across the world. An integrated approach is required.

Technology scales really well. How can you use technology to influence and incentivize behavioral change at a large scale?

It's called a carbon tax and it actually doesn't require any technology, just functioning markets.

We can start by legalizing dense infill mixed use zoning to reduce our reliance on long car trips for everyday needs. Dense housing uses less gas and water per person and preserves more open Green space.

"Risks: [...] The broad environmental release of genetically modified organisms raises concern from some folks". That is such an arrogant expression and completely fails to acknowledge the actual, hugely asymmetric, ergodic risks of such intervention. You can do better.

The risk isn't that it might not work and you look silly! Potential outcomes include some at least as bad as climate breakdown. This isn't VC where your return is $0 or $1bn, you could also get "everyone dies, including those who though it was unwise".
