This isn't doxxing. But it is targeted harassment campaigning, which is against Twitter's terms of service

Wrong again. Posting a link to a public job profile isn't targeted harrasment. There was no call for harassment alongside the link. Of course, Twitter can do whatever they want; consistency doesn't really matter to them.
