The shutdowns under Barack Obama, Bill Clinton and Ronald Reagan all occurred under divided government. Prior to the '80s, funding lapses didn't force shutdowns the way they do today.

So if Democrats vote unanimously to shutdown the government -- and pick off a small handful of Republicans -- suddenly its a Republican-only-shutdown?
Seems to me both parties share bkame GOP has majority, but Ds voting for shutdown and can filibuster in Senate,

Interesting -- so if the Senate Democrats filibuster the CR....it would be the Republicans shutting down the government?
