It is a really good idea... have you heard of organisations or people discussing the idea ? Unions are, or at least should, be ideal for that.

I don't know of any group thinking about this right now, besides the folks who are considering unionization. I always hoped the ACM or the IEEE would turn into that, but they both seem to be happy just publishing papers.
