First, it’s alienating to anyone who is insecure about whether they’re doing enough to help. “Oh no, am *I* useless? Am I the bad guy in this story?” No. The only possible “bad guys” here are those in positions of authority who are preventing effective response.
I think these are fine goals! But I think sometimes the actual instruction trends more in the direction of “be depressed and bitter” or “consume more content in this genre”

“Stop trusting this institution” is really useful info when it’s *new*. People who once trusted it can actually change their minds.

Once you start writing for an audience who already distrusts that institution, you need to *move on* to “now what”, otherwise you’re just a demagogue.
