ohhhh sorry I'm dumb. different states have different priority needs for ventilators so they should pay different prices. that helps "ration" ventilators to where they're most needed. oh-kay.

this non-trade intuition (if you understand somebody's wants, you'll have to accommodate them) probably makes people subconsciously reluctant to learn about other people's perspectives.

That brings up the interesting question of whether states being forced to buy things in the market where they can be held up is in conflict with free flow of information - Every time Cuomo admits how badly he needs things the price goes up?
