Sometimes that's true; the "rich person" *could* share more, they just choose not to.
sorry to be dense but I need help understanding this. Sounds like Cuomo thinks that a single purchase from the US Government could negotiate a cheaper bulk rate from suppliers than 50 state governments buying separately?

Sorry, I’m very triggered about this. Not at you. At the world. So on priors I’m probably communicating like an idiot. Cuomo can figure out what the ventilators are worth to the state of NY and offer that. So can other states.

ohhhh sorry I'm dumb. different states have different priority needs for ventilators so they should pay different prices. that helps "ration" ventilators to where they're most needed. oh-kay.

I guess how much things cost is always important? I mean, assuming you're gonna buy supplies either way, it can't hurt to propose a way to negotiate a better deal? Unless you expect a D.C. purchasing department to be a lot slower than a NY state purchasing department.

I'd naively expect the amount saved to not be that much, because you're already getting a huge "bulk rate" if you're buying supplies for a whole state, but I don't see how I could know a priori?

The problem is missed fills as suppliers all get orders they cannot fill from every state and have to prioritize vs. matching the suppliers to the states

I do think the entire fiscal situation is a total mess. So Cuomo doesn’t have excellent options. I don’t know who is allowed to pay for what with what borrowed money. But I hate blaming prices for that part.
