in 2005 we had in vitro studies on primate cells showing efficacy against SARS-CoV. that is very different from having an RCT in vivo in humans for SARS-CoV-2

Yes, exactly. If the transition from in vitro to in vivo weren't so hard, it would be a lot easier to develop new treatments.
