Hungarian here. IMO Orbán is just a kleptocrat. Being the party furthest to any end of the political spectrum is advantageous by Duverger's law. Between 1990-1998, he was a liberal; then realized that region was crowded with parties, while nationalism was underserved.

(Hungary has a sort of supercharged Duverger's law. Single-chamber legislature, ~half of representatives elected on national, proportionate lists (thus parties can't afford to neglect any area), ~half in single-seat constituencies. Then legislature elects PM.)
