Yeah you won't be able to properly train ppl on such a short time-scale. Maybe just maybe you can set up facilities for treating just COVID-19 in such a way that you can reduce the required labor input per patient. (In econ 101 "more capital intensive" in reality: clever design)

Is it known how many cases can be handled by just an oxygen mask + supply (and are there enough of those and of oxygen itself?). That seems like a very specific thing you could quickly be trained for?
