Most likely only a small fraction of the optimization efforts of evolution went into giving humans the ability to have abstract beliefs and to have an ontology. It was surely quite recent in evolutionary history. Therefore I suspect that it probably isn't very hard.

Nobody has managed to think of a a way to harness the power of gradient descent/backprop to make an AI develop abstract beliefs though. We have done vision, speech, reading & writing, etc, but not this.
