Is there any reason why it’s not physically possible to focus a current from an external headset to a location inside the brain? For a non-invasive equivalent of deep brain stimulation? Too much scattering?

Oh neat. I remember hearing about magnetics as a potential path, but had clean forgotten them. That should be able to focus just about anywhere, non-invasively. Magnetism would work by affecting the electrical charges already there, I think? Far less sure, here.
