From what I understand this is similar to what is already done. Instead of researching new drugs they make small improvements in existing drugs to treat same disease.

Yes. You're on to something. Remember, the longer a patent lasts the longer a company has exclusive rights. I know of one drug called atracurium that once had a patent. Once that patent was up, a "new" drug called cisatracurium was released which was purified atracurium.
