I only have one thing I'd ask the president of a small developed country for: health datasets over the whole population. There are ways to share them with medical researchers securely, without compromising patient privacy.

While we're wishing here, take blood or saliva samples from literally everyone every ten years and bank 'em. Get everyone sequenced. Get everyone's blood run through a mass spec. Get longitudinal gene expression data from an adequate number of human subjects for once.

Now: make certain kinds of aggregate queries (like "correlation between age and expression level of each gene") actually open to the public through an online portal. No application process that takes months of skilled bureaucratic labor. Open to all.
