All other things being equal, avoid "strategic" investors. What that word "strategic" means is that they have ulterior motives that are unlikely to be aligned with yours.

My impression was that “strategic” investors in biotech are pharma companies who potentially want to be your customers, license IP from you, or acquire you once you’re farther along — but they have to fund you so you can grow into something they want. Why this is worse than VC?

They obviously have a conflict of interest absent in typicl VC, in that they’d like your company/IP/service to stay cheap; but they also sound like they have an *alignment* of interests absent in typical VC: they’re actually going to use your “product”.
