The evil genius exists from the perspective of a 'common good', some hive mind that perceives the genius as a risk to its immune defenses. For instance, replacing humanity with something more conscious, subtle and deliberate requires genius, but is not universally seen as good.

I think public opinion wants to believe intelligence is completely ethically neutral (as easy to use for bad as good aims) in order to intimidate people out of trying to use thought on ethical questions.

Evil geniuses are just geniuses that work to “good for me, bad for you” outcomes. Theyre bandits. The worst maximize to “winner takes all” outcomes. How would you classify Gengis Kahn or Putin, heads of crime syndicates, millionaire ponzi scheme runners, serial killers?
