If you die without a will, your house and other assets go to probate court; it’s up to the court’s discretion what fees they charge, and they don’t have any accountability to the next of kin; they can take the whole value of the estate before the family knows what’s happening.

The court system here doesn’t have enough funding to fulfill all its duties, so they use fees like these as a revenue source — at the expense of innocent citizens who don’t even know this is a thing.

I was given a thick packet full of newspaper clippings, which I skimmed; I don’t know how many people are affected but I think it’s very likely true that many people have lost their homes this way.

This fits my understanding as well. Estates above a certain size threshold (hundreds of thousands) automatically go to court. If you plan to live and die in California, it’s a huge benefit to get a revokable trust set up for all of your assets, as it solves the inheritance issue.
