Yeah kinda. The content matters *some*. You have to demonstrate that you are paying attention and care at an appropriate level.

The content can matter for demonstrating alliances, too. *Especially* when it's done in public, and would damage potential other alliances. Forgoing a different alliance or group membership is a real cost, therefore a valuable signal.
